   I have only experienced the penalty a few times. I usually see it when bidding on long-tail keywords that has little to no competition. Even if the page is completely optimized for the keyword, I see high bids. I really don't have an answer for it, since I met all the quality requirements (on my side). It is one of those times that meeting all of Google's recommendations does not work, and you want to throw your computer out of the window.</description>
